#43946: "Option to play without Administrators"

In the rule book it suggests playing the first game or two without administrators, and this seems like it should be an option when playing the game on here. I'd say that in addition to new players, they can be a bit of a imbalance in two player games (where there is not much of a selection of improvements available) - if someone gets for example the extra points for 2+ yellow patients leaving, but very few specialists or facilities come out that deal with yellow dice, they could lose out to someone who was simply luckier. It's mitigated a bit in 3/4 player games, but can see two player games maybe choosing not to use them
