At least, that is how I understood it at first, but in fact, it is the number of draft and building actions that one can take, which is (partly) determined by the food and building tokens. This was confusing to me. Maybe only display the number of tokens and add (+2) in brackets behind it to indicate the number of draft and building actions you always have?

But the "(+2)" doesn't help, because the maximum of actions is 5, no matter how many tokens you've got. So how would you display a situation with 4 tokens?
My suggestion is to show the actual number of actions and in addition the number of tokens in brackets (without +). So you start with "2 (0)", with 1 token you get "3 (1)", with 4 tokens you get "5 (4)".
