I tried clicking the character to untap, but nothing happens - but the game still recognizes him as tapped, but I can't change its status

Here, after move 74, the green boss untaps without any input from me, I couldn't click it (to try to untap it), and then I couldn't use him to buy the Armored Van Heist (I had to play another move) - so the game still recognizes him as tapped, but I can't change its status
