With the progress tokens, you can either use them to level up to the level indicated on them (2, 3, 4, etc) or, flip them and use them to just go up one level from where you are.

When I tried to use my progress token on the "1" side, the game asked if that was what I wanted to do (as I was trying to go from a 0 in a skill to a 1, and was using a "4" token to do so), I clicked confirm, but yet it wouldn't let me do it. I tried this action with different progress tokens in different skills at different levels. Every time, the game is aware that the action can be taken, but the interface pops up a warning saying that you can only use the appropriate number token.

Your bug has probably been fixed already, or was linked to a temporary failure of BGA service.

Same problem - Despite stating that tokens can be used as 1 ups, the game doesn't allow you to flip them.
