I don't remember exactly if this is the table in question, but it did happen in a game that I was unable to complete a contract because I didn't have money/camels/jade enough to execute the movement gained thanks to the completed contract. As far as I know, you should be able to complete the contract anyway, you just will not move (and you'll just gain VP).
