For clarification:
Tooltips would just be a short explanation text added to the hover-over bigger images we already provide?
I think that the requirements here are intentionally vague. Probably you want to provide judicious use of tooltips. One options would be to tooltip everything in sight, but I'm sure it can get to some point where they are getting in the way. I think beyond giving us a quick blurb on the special rules for special tiles, there might not be too much you need to do with them.
Thanks again for your work on this implementation. I for one was pleased to have the opportunity to try this online. Good work putting this together!
