I cannot fathom how that is considered a normal way to interact with that ability or manage a conditional effect....
As the whole second sentence of the Fever Break reads as a separate free action, it is thus implemented as such.
While agreed that this implementation takes a little observation and/or experience from the player, each angel has their own quirks to learn how to play on top of base rules.
