What difficulties are you having with the touch input? I can go on landscape on my phone, show the desktop UI, and scroll through actions without issue with touch input, which makes me think you're having some sort of input issue.
Due to how the code works it's not really as easy as adding a scrollbar for that element, ideally I'd fix the bug that is stopping you from interacting with it.
