Dreamwake Devolver works properly by itself, verified in other games. Just not here when 2 completed at once
You basically seem to have the choice between resolving the card's bonus or continuing putting tokens on, but if you continue putting tokens on the bonus is lost.
In reality what should happen is you place all the tokens on then resolve the completed effects.
