If you don't want such situations, enable 'No starter limit' option.
It's even the default option in this implementation...
Not that the game was rolling things other than 6.
A game can be ended in 4 player turn exchanges with automated moves may take several months with meaningless manual moves. That would be disastrous.
Just because something can be automated, doesn't mean it should be. At the very least there should be an option.
Enable 'No starter limit' option if you don't like it. Period.
