It is obvious that it is a BUG or the rule hasn't been interpreted well.

screenshot link to the issue: I am trying to play Association to get partner zoo (Association 3) and the card is in the 5th spot so it can be played for Association 3 with no problems.
I don't have anyone on spot 3 (I'm the blue player in the image); so I don't need to play doubles.
I do have an Association 5 complete; that was many turns ago.
You do not have to have your Association card upgraded to use it more than once per Break. That would be a violation of the rules of the game.
